Are carriage returns really that strange?

Over the last few months (and again yesterday, which is what inspired this blog entry), I've run into a problem with my Network Administrators. NetAdmin: when I FTP'd that fie you gave me, the carriage returns get corrupted, and the whole file looks zig-zagged, like it's all on one line.
Me: You need to change FTP mode to "binary", so that carriage returns are preserved.
NetAdmin: huh? I am now 0 for 3 - of the last 3 NetAdmins I've dealt with, none of them knew that there were different transfer modes when using FTP. It is just me, or is this a very bad sign of the state of affairs when dealing with Windows Net Admins. Basic FTP commands was something I learned very early on; is that not still considered a basic task? Weren't we all taught the differences in Windows and Unix "end of line" statements in our "Intro to Operating Systems" class during freshman year? I'm scared... :)
